Contracted care for children under five-year-old includes: contracted subsidized EarlyLearn and NYC Head Start (during 2019/2020 transitioned from the Administration for Children’s Services to the Department of Education) and universal programs administered by the Department of Education to provide Pre-K and 3-K for All.
