Hard-to-Count Households

Percents refer to the total and share of households that are in "hard-to-count" census tracts, aggregated at the Community District, Borough, and City levels. A census tract is considered hard-to-count if its self-response rate in the 2010 decennial census was 73% or less among the households in that tract.
